EIS Contracts

The EIS or “Enterprise Infrastructure Solutions” contract was designed to create a modernized communications network for agencies built on continually refreshed technology. The new $50 billion, 15-year contract will build a modernized communications network across government that could last for a generation and improve services for citizens. It’s a top priority at GSA to ensure that the transition to EIS goes smoothly. It is a sprawling, daunting process that covers 53 agency customers, more than 8,000 subagencies and some 16,000 customer accounts. The government spends around $1.8 billion per year in telecommunications services, and 8 million line items will need to be moved off old contracts to EIS. The Enterprise Infrastructure Solutions contract will enable a shift to cloud-based and converged network architectures. GSA began providing telecommunications services to agencies in the 1960s. Since 2007, GSA has helped save the government an estimated $3.8 billion in telecom services costs, relative to the commercial rates for comparable services, terms and conditions. EIS will enable more fully managed network services as well as connections to cloud services, unified communications and enhanced mobility solutions.

The network is the convergence point for countless new technologies and services that are rapidly achieving market readiness. EIS will allow agencies to navigate better in regards to network services as the launching pad for modern converged networks and managed services. EIS will enable agencies to meet their missions both cost effectively and in a safe and secure manner. By simplifying and reducing the quantity of enterprise-level networks and operating them as a managed service, agencies are able to eliminate redundancies and use EIS to buy the technologies necessary for improvements.

GSA has worked closely with the Department of Homeland Security on EIS to ensure that all network security requirements, including those from the recent cybersecurity executive order. With this in mind, many agencies are getting ahead of the transition curve and expect to fully leverage the capacity and scalability offered by the new Enterprise Infrastructure Solutions contract.
